Responds to June 2009 administration White Paper on financial regulatory reform by describing the differing roles of securities and futures markets in capital formation. Also reviews and analyzes the current statutory and regulatory structure of the Commodity Futures Trading Commission and the Securities and Exchange Commission and offers recommendations for strengthening oversight, enhancing consumer protection, and improving regulatory coordination.
