Provides uniform clarification and guidance for federal prosecutors in states that have enacted laws authorizing the medical use of marijuana. The guidelines make clear that the focus of federal investigations and prosecutions will be drug traffickers and not patients with serious illnesses or their caregivers who are complying with state laws on medical marijuana. 14 states have enacted laws which address the use of marijuana for medical purposes.
