A Mexican national, Jose Medellin, was sentenced to death for the rape and murder of two teenage girls. The Bush administration sought a new trial for Medellin in a case that mixed international relations, presidential power, and the death penalty. The International Court of Justice ruled in 2004 that the conviction of Medellin and 50 other Mexicans on death rows in the U.S. violated the 1963 Vienna Convention on Consular Relations.
